Terms of Reference: Development of a Website, Portal, and Communication Platform

1. Introduction:

MORHEL (Moroccan Higher Education Leadership) is an EU-funded project under the ERASMUS plus programme, Capacity-Building projects in the field of Higher Education. The project coordinator is Al Akhawayn University (AUI) in Ifran, Morocco. The project consortium comprises 15 partners from 4 countries, 12 from Morocco, one from Slovenia, Italy and Spain.

The project aims at addressing the need for development for university leaders in Morocco through the creation and implementation of a National Centre for Leadership Development (NLDC) and an associated certificated national leadership development programme (NLDP).

Within this context, the project will develop and execute staff training workshops for Moroccan university staff responsible for establishing the new centre and implementing the programme. In addition to developing a project’s website, a web portal and internal communication platform are needed to support the implementation of the coordination, management, dissemination, and training activities.

The Euro-Mediterranean University (EMUNI) in Piran, Slovenia is mandated with the task of developing the project website and portal.

2. Scope of Work:

   A. Website Development:

      i. Design and develop a user-friendly, responsive website that aligns with the project’s branding and visual identity.

      ii. Create an intuitive navigation structure and ensure easy accessibility to all relevant information.

      iii. Implement necessary features, such as search functionality and forms.

      iv. Optimize the website for performance, security, and search engine visibility.

      v. Ensure compliance with web accessibility standards and best practices.

      vi. Website domain name registration and hosting of website, portal and communication platform for 3 years.

   B. Portal Development:

      i. Develop a secure online portal that allows authorized users to access specific resources and services.

      ii. Implement user authentication and authorization mechanisms to control access rights.

      iii. Enable features such as document management and collaboration tools.

      iv. Ensure scalability and performance to accommodate a growing number of users and data.

      v. Implement analytics and reporting capabilities to track portal usage and user engagement.

      vi. Integrate the portal with existing systems and databases, if applicable.

   C. Communication Platform:

      i. Develop a communication platform that facilitates effective and secure communication between users.

      ii. Implement messaging features, including real-time chat, notifications, and email integration.

      iii. Enable discussion forums, group messaging, and private messaging capabilities.

      iv. Implement moderation tools and user management functionalities to ensure a safe and respectful environment.

      v. Integrate the communication platform with the website and portal seamlessly.

3. Deliverables:

   a. Detailed project plan with milestones and timelines.

   b. Website design mock-ups for approval.

   c. Fully functional website deployed on the organization’s hosting environment.

   d. Functional portal with all specified features and integrations.

   e. Communication platform deployed and integrated with the website and portal.

   f. Post-launch support and maintenance plan.

4. Technical Requirements:

   a. Specify preferred technologies, programming languages, and frameworks for development.

   b. Compatibility with major web browsers and devices.

   c. Responsive design for optimal user experience on various screen sizes.

   d. Data backup and disaster recovery mechanisms.

   e. Security measures, including SSL certificates, encryption, and vulnerability testing.

   f. Compliance with relevant data protection and privacy regulations (e.g., GDPR, CCPA).

5. Timeline:

   a. 16 August 2023: deadline for submission of proposals – Extended to 24 August 2023

   b. 31 August 2023: announcement of the selected offer

   c. 15 September 2023: Deliverables 3a and 3 b.

   d. 30 September 2023: Providing website content by Project coordinator and EMUNI

   e. 15 October 2023: deliverable 3c.

   f. 31 October 2023: deliverable 3d, 3e and 3f.

   g.15 November 2023: deliverable 3e.

   h. 15 October 2023 – 31 December 2025: support and maintenance of the website, portal and communication platform.

6. Budget:

The available budget is 15,000.00 EUR.
